Four primary functions: Strategic vision development, DOE liaison, public funds optimization and coordination and research and development collaboration support

Develop a strategic smart grid vision and process for New York
This strategic vision will serve as a “living document” and shall be updated
on an annual basis. Consortium members will work together to formulate
a vision consistent with state, regional, and federal energy policy objectives.

Department of Energy Reporting Liaison
Serve as a liaison to DOE for reporting on the broad public benefits resulting
from smart grid stimulus projects. The Consortium will review individual project performance at a high level, establish a consistent and objective reporting methodology among all stakeholders, and quantify statewide energy, cost, and environmental benefits for end-use consumers. Opportunities for supplemental federal funding will be identified on an ongoing basis.

Optimize and coordinate public funds
Maximize economic, energy, and environmental benefits within the electric power sector. Projects resulting in broad statewide benefits will be eligible for support. The Consortium will collaboratively engage all members to fully leverage finite resources. Opportunities for supplemental state/regional funding will be identified on an ongoing basis.

Support collaborative research and development
Validate and promote innovative technologies with a focused commercialization strategy. The Consortium will focus on establishing strategic technology relationships between industry and academia.
