James T. Gallagher

and Energy Policy Advisor to the Office of the Mayor

With more than 30 years of experience in energy policy, James T. Gallagher serves as energy policy advisor to the Office of the Mayor and leads the Energy Policy Department, which is responsible for implementation of the energy supply and demand-side recommendations included in PlaNYC, the City of New York’s long range sustainability plan.
In this role, Jim has overseen the planning and implementation of a broad range of initiatives, including programs to reduce New York City's energy consumption, expand the City's clean power supply, and modernize the City's energy delivery infrastructure. He also serves as Chairman of the New York City Energy Planning Board and the New York City Energy Policy Task Force.
Prior to joining NYCEDC, Jim was Director of the Office of Electricity and Environment for the New York Public Service Commission. This Office was responsible for oversight of the electric system operations, reliability, pricing, energy efficiency and renewable energy programs of New York’s investor-owned utilities.
Before joining the staff of the Public Service Commission in 1986, he held senior energy policy positions at Northeast Utilities, the Pennsylvania Governor’s Energy Council, and, during the late 1970s, the Tennessee Valley Authority (TVA), where he was manager of solar energy demonstration projects.
He received a B.S. in Economics from Lehigh University and an M.S. in Energy Management and Policy from the University of Pennsylvania.
